dc.description.abstract	La gestión del riesgo en patrimonio cultural ha sido escasamente abordada en Chile, con poca referencia a los Sitios Patrimonio Mundial, y las acciones se han caracterizado por ser principalmente reactivas frente a eventos de gran magnitud, como terremotos o incendios, que generan alto impacto en el patrimonio y en la población. En el caso del área histórica del puerto de Valparaíso, inscrito como Sitio Patrimonio Mundial por la UNESCO desde 2003, los incendios han provocado la destrucción de numerosos edificios, afectando gravemente la integridad del Sitio y sus valores. La presente investigación propone una evaluación del riesgo de incendio para esta área histórica mediante un instrumento semi cuantitativo, construido a partir de la revisión de los principales eventos ocurridos desde el siglo XIX hasta la actualidad, con especial atención a las estadísticas del periodo mayo 2014 - abril 2018 que registran 149 eventos, del análisis de las condiciones específicas del contexto vinculadas a su Valor Universal Excepcional y su estado actual, así como de la revisión bibliográfica de herramientas de evaluación de riesgo de incendio en edificios históricos en cuanto a indicadores, factores de vulnerabilidad y sistematización de la información. El diseño final corresponde a una matriz de evaluación que considera cuatro indicadores de vulnerabilidad: intrínsecos del inmueble, programático, gestión y control del fuego, aplicada en cuatro tramos urbanos representativos del centro histórico, diversos entre sí pero homogéneos internamente. Con base en los resultados obtenidos y considerando la situación actual de Valparaíso, se plantean estrategias de implementación a corto y largo plazo que buscan involucrar a toda la comunidad asociada al Sitio como un primer paso hacia la elaboración de un futuro Plan de Gestión de Riesgos (PGR) para este Sitio del Patrimonio Mundial de la UNESCO.	es
dc.description.abstract	Risk management at cultural sites, including World Heritage Sites, has been largely unaddressed in Chile. In general, actions have been reactive in the face of major events (earthquakes or fires), resulting in high-impact damage to both heritage sites and the population. In the case of the historic port city of Valparaíso (a World Heritage Site since 2003), fire has caused the destruction of many buildings, affecting the integrity of the site and its values. The present investigation proposes an assessment of fire risk for the historical area of the city through a semi-quantitative methodology. A review of the main events from 1800 to present was conducted, with special focus on the period of May 2014 to April 2018 that included 149 events. Specific conditions of the context associated with the site’s Outstanding Universal Value and its current status were analyzed, and a literature review of fire risk assessments tools in historic buildings in terms of indicators, vulnerability factors, and systematization of information was conducted. Following that, an assessment method was designed, considering four types of vulnerability indicators: intrinsic to the building, building use, management, and fire control. The fire risk was evaluated in four different areas of the city. Finally, based on the results obtained and considering Valparaíso's situation, short and long-term implementation strategies are recommended. These recommendations involve the entire community associated with the site and are considered a first step for a future Risk Management Plan (RMP) for this UNESCO World Heritage Site.	en_US
