The Chilean electricity generation sector operates on an increasingly digitalized infrastructure in which industrial control systems (OT) manage real-time energy injection into the National Electric System. The Cybersecurity Framework Act (Law No. 21,663, March 2024) and the Cybersecurity Standard of the National Electric Coordinator establish permanent obligations for Vital Importance Operators in the sector. These obligations carry a concrete economic cost whose magnitude and structure has not been quantified: regulatory frameworks prescribe what must be complied with, but not how much it costs to do so. That is the question this research answers, with focus on the generation sector. The work is structured as a journey that advances from the system toward its cost. It first characterizes the National Electric System as a cyber-physical critical infrastructure and as a strategic national security asset, documenting with real cases —Ukraine 2015 and 2016, among others— the transition of the threat from the informational domain toward physical damage, and proposing a classification that groups power plants into three typologies according to their OT control architecture. On that basis, the five specific objectives are developed. The first analyzes the regulatory and governance framework, systematizing the obligations of Law 21,663 and the CEN Standard into a convergence matrix that demonstrates both instruments resolve into an integrated set of technical controls without duplication. The second examines the integration into electric asset management, linking cybersecurity duties with the integrity indicators of the SGIIE supervised by the SEC. The third contrasts the Chilean framework with international standards through (...).en_US
